Public Housing Agency Plan

The Public Housing Reform Act requires submission of both a Five-Year and an Annual Plan. The Five-year PHA Plan describes the agency’s mission and the long-term plan for achieving that mission over the subsequent five years. The Annual Plan provides details about the PHA’s current programs and the resident population served, as well as the PHA’s strategy for addressing the housing needs of currently assisted families and the larger community.

Wendy Hauge began her employment with the Fort Dodge Housing Agency in April of 1997. Since coming to the Agency, she has attended training on Financial Management, Generally Accepted Accounting Practices (GAAP), Public and Assisted Housing Reforms for the 21st Century, and Housing Credit College. She has completed the National Compliance Exam for Tax Credit professionals and has been designated as a National Compliance Professional. She has been the agency's Finance Director since September of 2001.


Wendy Stephan

Wendy Stephan began her employment with the Fort Dodge Housing Agency in October of 1997 as the Administrative Secretary. She came to this Agency with an extensive background in the legal field, working with attorneys in Iowa and Nebraska. In April of 2001, she was promoted to Administrative Assistant. Currently her title is Administrative Services Director/Compliance Specialist. Wendy has attended training in the following areas: Financial Management, Generally Accepted Accounting Practices (GAAP), Public and Assisted Housing Reforms for the 21st Century, and tax credit certification courses. She has passed the National Compliance Exam, Housing Credit Certified Professional Exam, and National Center for Housing Management Tax Credit Specialist exam for tax credit professionals.

Public Housing

Scott Thorson
Public Housing Director/Transitional Housing Director

Scott Thorson began his career with the Fort Dodge Housing Agency in March of 2005 as Site Manager at Evergreen Estates Apartments. While managing this seventy-eight unit tax credit property, Scott received his Site Compliance Specialist designation from the Elizabeth Moreland Tax Credit College. Scott was also trained in the area of Landlord/Tenant Law and Fair Housing Policies. Scott is a Public Housing Site Specialist designated by Nan McKay and Associates.

In February of 2006 Scott was named Public Housing Director overseeing 135 public housing units, including the 88 unit Deercreek Apartments designated fror the elderly and disabled. In the fall of 2006, Scott began overseeing the Agency's new Transitional Housing Program.

Scott is a native of Fort Dodge and is very proud of our City. Scott enjoys spending time with his large extended family, traveling, gardening and singing tenor in the church choir.

Judy Cassen, Public Housing Assistant/Receptionist came to the Fort Dodge Housing Agency in July of 2005. Judy has over 30 years of experience in office work including receptionist, bookkeeper, marketing director and assistant manager in related fields. A native of Iowa and a graduate of Iowa Central Community College, Judy is committed to the community and helping others.

Rochelle Nolte

Rochelle Nolte began her employment with the Fort Dodge Housing Agency in June of 1997 as the Secretary/Receptionist. Before working with the Agency, she was employed with the Principal Financial Group in Des Moines, IA, with a background in the secretarial field. In April of 1998, Rochelle was promoted to Housing Clerk. She was then promoted to Section 8 Manager in September of 2000. Since coming to the Agency, Rochelle has attended several computer and customer relations trainings, Section 8 Homeownership training in New York, NY, and Public and Assisted Housing Reforms for the 21st Century in Kansas City, MO and in Washington, D.C. Rochelle is certified in Lead-Safe Work Practices by the Iowa Department of Public Health. She is also a certified Housing Quality Standards (HQS) Inspector. Rochelle is also certified by the National Association of Housing and Redevelopment Officials (NAHRO) as a Section 8 Housing Manager, including Section 8 Management Assessment Program (SEMAP) and Occupancy Issues, Section 8 Budgeting, and Section 8 Certificate and Voucher Mastery.


Julie Helle

Julie Helle started her position with the Fort Dodge Housing Agency as Family Self-Sufficiency Coordinator in May of 2002. Previously, Julie set up and coordinated the Family Self-Sufficiency Program for Mid Iowa Regional Housing Authority. Prior to that, Julie was a home care aide and child protective worker in Calhoun County, a Counselor at Domestic/Sexual Assault Outreach Center, Program Director for Howard Center, Inc., and Coordinator for Community Opportunities/Calhoun County Outreach Center. In addition to completing many trainings and workshops, Julie is certified as a Family Development Specialist through the University of Iowa School of Social Work and has completed the Family Self-Sufficiency Certification required by HUD. She has a BA degree from Coe College in Cedar Rapids, IA.

Angie began working at the Housing Agency in April 2004 as Administrative Services Assistant. She previously worked for Walgreens for 14 years as Service Manager/Bookkeeper. She has a strong background in accounting services. In 2005 Angie joined the Section 8 Program department, where she is currently a Housing Specialist.
